I use the Testors Thinner 1148 to thin down the pigment from a well known commercial matte enamel paint I use to brush undercoat wargames figures.
The enamel paint tin is turned upside down so the pigment settles on the lid. The tin is then turned the correct way up, opened and some of the pigment scooped out onto a container.
The Testors Thinner is then used to thin down the pigment before applying to figures.
The Testors Thinners keeps the pigment matte.
